I have examined the accompanying Ordinance, entitled "The Police Force Consolidation Ordinance, 1887," and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The object of the Ordinance is sufficiently shown in the title. It repeals Ordinance No 9 of 1862 with the exception of Sections 17, 18, 19, 20, and 21 of 1869, 7 & 8 of 1871.

They are all practically re-enacted
